Job Application Information for the position of Field Trainer -
Midwife for CARE-GSK CHW Initiative Project

Job Responsibilities for Field Trainer-Midwife - 04 Positions
Place of Posting: Different Upazila of Sunamganj District.
Project Summary: The overall goal is to improve the health outcomes of women and children in remote and poor communities in Bangladesh who have little or no current access to Health Services by i) enhance community efforts to create local solutions that improve MNCH outcomes, ii) create 150 sustainable health providers that can offer affordable and high quality MNCH services, iii) enhance effectiveness of communities ability to track performance and use data to inform decisions that improve performance and approaches and iv) leverage learning to improve MNCH health outcomes for remote communities in Bangladesh.
Job Summary:  
The Field Trainer-Midwifery is primarily responsible for technical assistance for quality implementation of CARE-GSK CHW Initiative project in collaboration with MOHFW, local government and community in 10 upazilas of Sunamgonj district. This includes: mainly technical assistance to the Private- Community Based Skilled Birth Attendant, skill practice, effective planning, quality implementation and monitoring of project activities as per agreed strategies, community mobilization, staff supervision and development, performance management and problem solving / decision-making. 
She will engage in providing technical assistance of 15 P-CSBAs of her assigned upazila for maternal and child health care specially ANC, delivery care, PNC, ENC, C-IMCI, FP, identification of danger signs and timely refer for comprehensive emergency obstetric care services. Her technical assistance also required for development of referral linkage with GoB health facilities, conduction of courtyard sessions by the P-CSBAs and continuous learning by doing by the P-CSBA. She will accompany the participants of P-CSBA and assist Technical Coordinator-Training to provide support during the 6 months residential P-CSBA training. Assist P-CSBAs, CmSS, local government, and GoB frontline staffs on promotion of birth planning and emergency preparedness.
The Field Trainer-Midwife will closely work under Project Officer, support the Field Facilitator (FF), identify & develop capacity of Private Community Based Skilled Birth Attendant (P-CSBA), link them with Government Health system, and mobilize support from Community, Union & Upazila Parishad for sustainability of CHW. S/he with other Program Officer or Technical Officers will establish a mechanism of sharing the CHW performances and feedback with local government and MoHFW district and Uazila level service providers to promote accountability. Establish Community Surveillance in each of P-CSBA unit and ensure use of data for decision making on marginalized and underserved maternal and child health.
She will prepare project progress report, case studies and other special report & documentation in regular interval and as per requirement of project.
She will maintain liaison with urban ward/upazila level GoB / NGO counterparts and other relevant stakeholders.

II.         Responsibilities and Tasks:  
Responsibility # 1: Provide Technical Assistance to the Private Community Skilled Birth Attendant (P-CSBA) for maternal and child health care of the underserved community % of Time
  • Provide necessary technical assistance for quality implementation of CARE-GSK CHW Initiative in collaboration with MOHFW, local government and community under the guidance of Project Officer
  • Provide necessary assistance to the P-CSBA to perform ANC, birth preparedness, identification of danger signs, delivery care, PNC, ENC, c-IMCI, Immunization, breast feeding, Family Planning etc
  • Supervision and monitoring of the performance of P-CSBAs on technical issues
  • Provide continuous hands-on training to the P-CSBA to develop and strengthen their capacity to provide ANC, delivery care, PNC, ENC, FP, C-IMCI and etc.
  • Provide necessary assistance for the development of training materials (module, guideline, and IEC materials) for midwifery/essential newborn care related trainings/orientations 
  • Provide necessary assistance for the orientations for informal care providers
  • Assist P-CSBA to observe Safe Motherhood day, Population day, Brest Feeding Week at Union, Upazila and District level
  • Assist P-CSBAs to conduct courtyard sessions on maternal and child health issues with Field Facilitators using the flash cards
  • Assist in capacity building and refresher training to TBA on ENC, Infection Prevention and referral agent
  • Provide necessary assistance for the establishment of effective communication channel between formal and informal community care providers
  • Communicate with the community people and local government, and Health & FP counterpart on a regular basis with PO and FF
  • Provide necessary assistance for the strengthening of MNCH referral system
  • Develop and maintain referral linkage with Government Health system, and mobilize support from Union & Upazila Parishad for improved maternal and child health.

Responsibility # 2: Provide Training follow-up for the P-CSBs 20%
  • Conduct training follow-up activities for trained Private Community Based Skilled Birth Attendant at their assigned areas
  • Ensure continuous skill practice of the P-CSBA by using skill lab
  • Provide necessary assistance for P-CSBAs in the promoting of their regular reporting system on their performance and relevant information
  • Conduct training need assessment for the P-CSBA and organize training at the upazila/district level
  • Provide necessary assistance for supportive supervision activities for P-CSBAs and other community health care providers
  • Organize bimonthly P-CSBA performance monitoring meeting at union level with CmSS.
Responsibility # 3: Establish Community Surveillance in each of CHW unit and ensure use of data for decision making 20%
  • Assist PO and FF to establish Community Surveillance system in each of the P-CSBA unit so that gaps or issues related to access to services can be addressed.
  • Assist P-CSBAs to conduct monthly community surveillance to identify new and current pregnant women, ensure ANC and other services for them by the trained P-CSBAs
  • Ensure keeping record for total number of monthly referral, types of cases referred, places where referred and outcome
  • Ensure sharing the surveillance report with the GoB, community and local government members for decision making
  • Prepare action plan for smooth implementation of project activities
  • Monitor and evaluate the activities of P-CSBAs by data driven management
  • Compile, analyze data and prepare report
  • Share findings at different level for decision making and improvement.
Responsibility # 4: Monitoring progress, prepare progress reports & other activities 20%
  • Prepare and submit CHWs monthly activity report, case studies and other special report as per project plan and needs
  • Prepare any training related document (Assessment/Follow-up report etc.)
  • Provide on the job training/coaching and mentoring the field staff if required
  • Provide necessary assistance for logistic/administrative works if needed
  • Other tasks requested by Project Officer, Project Manager, CDM-Training and Operation, Development Officer, Team Leader and Program Director-Health

III.        Reporting:  
Project Officer of respective Upazila.
IV.        Working Condition:  
Field based position (Upazila level) with extensive travel in union and community level.
V. Qualification:  
  • Nursing with midwifery/paramedics with midwifery/midwifery with at least 3 years experience in the field of community-based maternal, child and reproductive health
  • Experience in working in CSBA training program will be preferred. Experience in conducting community analysis, facilitating community support mechanism, stakeholder participation in health service, and mobilizing GoB services will add value.
  • Have experience of working in partnership / collaboration with GoB and NGOs
  • Have experience of working in rural community

Reports to the Program Officer of respective Upazila
VIII.      Contact Key Relationship:  
Besides Program Manager, the incumbent will have to maintain regular communication and coordination with Technical Coordinator-Training and Operation; concerned persons of other department/project/external agencies 
IX. Problem Solving:   There are three levels of problem-solving:  1) What has to be done and how to do it are clearly defined, and the incumbent will face identical or similar problems on a regular basis; 2) What has to be done is known, but how to do it is not defined.  The incumbent must use interpolative skills to pick and choose the right strategy to address a given problem; and 3) Why things are done is known, but what has to be done and how to do it are not defined.  Situations are variable and the incumbent’s response will involve analysis, problem definition, development of alternatives, and making recommendations.  He or she will face and address problems that are typically non-recurring.

The incumbent will face number 2) What has to be done is known, but how to do it is not defined.  The incumbent must use interpolative skills to pick and choose the right strategy to address a given problem as s/he will be responsible to present the project's achievements in different levels (impact, outcome, output and activity levels) through using different tools/methods. So, s/he will have to develop/design the strategies/tools to collect the data/information properly with the guidance of Team Leader and other CARE-Bangladesh senior staff. The incumbent will have to draw the problem, it's analyses and find out the learning, that could be as recommendations for higher management and CARE-Bangladesh as a whole.

Monthly gross salary is Taka 21,100.00 plus other admissible benefits as are per policy. Salary is negotiable for highly deserving candidates.
The duration of the proposed contract will be up to November 30, 2015.
