Job Responsibilities for Project Officer - 01 Position
Place of Posting: Upazila- Sulla of Sunamganj District.
Project Summary:  The overall goal is to improve the health outcomes of women and children in remote and poor communities in Bangladesh who have little or no current access to Health Services by i) enhance community efforts to create local solutions that improve MNCH outcomes, ii) create 150 sustainable health providers that can offer affordable and high quality MNCH services, iii) enhance effectiveness of communities ability to track performance and use data to inform decisions that improve performance and approaches and iv) leverage learning to improve MNCH health outcomes for remote communities in Bangladesh.
Job Summary:  
The incumbent will be directly responsible for providing administrative and technical support at Upazila level for effective and quality implementation of CARE-GSK multiyear CHW Initiative to be implemented in Sunamgonj district. Total 10 Project Officers in 10 different Upazilas will be responsible for monitoring project inputs, outputs and outcomes, budgeting, reporting and evaluation, including annual appraisal and training of Field facilitators and Field Trainers-Midwife as per agreed strategies.
The Project Officers are also responsible for administrative management over staffs and resources. S/he ensures effective and efficient use of project's resources and materials. Each Project Officer will support and supervise one Field Trainer-Midwife (FT-Midwife) and one Field Facilitator (FF) and this team will be placed in Upazila level. S/he will ensure to promote team spirit for effective project implementation through establishing/strengthening Community Support System (CmSS), identify & select appropriate candidates for Private Community Based Skilled Birth Attendant (P-CSBA) from the community according to selection criteria. Assist training institution to develop capacity of P-CSBA, link them with Government Health system, and mobilize support from Union & Upazila Parishad for sustainability of P-CSBA. S/he will work with available health facilities at union, upazila and district level and develop effective referral linkages between community and facilities through P-CSBA. S/he will establish a mechanism of sharing the P-CSBA performances and feedback with local government and MoHFW district and Uazila level service providers to promote accountability.
S/he will establish community surveillance in each of P-CSBA unit and ensure monitoring by using data driven mechanism.
S/he will monitor the effectiveness of project implementation activities and the achievement about project objectives. Working in partnership and collaboration with GoB Health and FP officials, UN agencies, Local Government, NGOs, Private Sector Providers, Community-Based Organizations and civil societies at Upazila level with guidance from Project Manager. S/he will facilitate governance at service facility, union, and community through establishing referral linkages, stakeholder committee, local government (UP), and developing community support system respectively. S/he will document lessons learned, learning for advocacy, prepare upazila level project implementation report, contribute to financial report, and prepare special reports as per project needs.
S/He will maintain liaison with upazila level GoB / NGO counterparts and other relevant stakeholders.
II.         Responsibilities and Tasks:  
Responsibility # 1: Create supportive environment at the community through working with counterparts and other agencies % of Time
  • Communicate with the community people and local government, and Health & FP counterpart on a regular basis
  • Facilitate community diagnosis exercise to understand the health service gaps, opportunities through a participatory ways
  • Ensure buy in of P-CSBA initiatives among the community, local government and Health & FP officials at all level from union to district.
  • Organizing meeting/workshop/ orientation with project participants at the community level to create supportive environment for mobilizing support from CHW initiatives
  • Ensure that the community people and local level counterpart are involved in identifying and resolving the local level problems
  • Maintain constant networking with GO/NGO/Local government
  • Explore innovative ways to mobilize financial supports from local government and other sources, facilitates use of local resources for sustainability of the P-CSBAs activities in the community
  • Arrange and provide capacity building training to 700 UP members on Supervision, monitoring and mobilize support to P-CSBAs
  • Mobilize local support of civil society, community leaders, and other elite for quality project implementation as per procedures of proposal and CARE Bangladesh.

Responsibility # 2: Effective planning and quality implementation to establish/strengthen Community Support System, identify & develop capacity of Private Community Based Skilled Birth Attendant (P-CSBA), link them with Government Health system, and mobilize support from Union & Upazila Parishad for sustainability of P-CSBA 25%
  • Support Field Facilitators (FFs) to strengthen or develop community support system (CmSS) in each of the ward of targeted 10 Unions in each Upazila
  • Provide proper guidance to the Field Facilitators (FFs) to identify and select most appropriate P-CSBAs from each ward of 5 selected unions of each Upazila
  • Provide proper guidance to the Field Facilitators (FFs) to supervise the activities of P-CSBA, OJT, training need assessment and organize training 
  • Assist government accredited training institution and working closely with Obstetrical and Gynaecological Society of Bangladesh (OGSB) to develop capacity of P-CSBA
  • Develop and use monitoring tools by using data driven management system for the P-CSBA activities with the support from M&E Manager, TC-Knowledge Management and Team Leader
  • Facilitate linkage of CHW with health system and also develop a functional referral linkages with public and other NGO/private facilities
  • Organize monthly CHW performance monitoring meeting at Union Parishad with the participation of GoB Health & FP staffs
  • Promote effective market plan for the P-CSBAs, negotiate fees for them with the local government and CmSS considering the safety net for the poor to ensure sustainability
  • Ensure engagement and active participation of local government, CmSS members, GoB staffs, P-CSBAs and NGO frontline workers for maternal and child health of haor area
  • Explore innovative ways to mobilize financial supports from local government and other sources for sustainability of P-CSBA activities in the community.
Responsibility # 3: Establish Community Surveillance in each of CHW unit and ensure use of data for decision making 20%
  • Establish Community Surveillance system in each of the P-CSBA unit so that gaps or issues related to access to services can be addressed properly
  • Identify and design different approaches and activities for community mobilization
  • Help staff and community leaders in analyzing local power structure, mapping of resources, identifying and counseling proactive agents in the community, facilitating meetings to identify feasible mechanisms for dealing with maternal health problems, establishing referral linkages and catalyzing community actions and monitoring systems
  • Assist and guide Field Facilitator to develop and capacity building of the members of Community Support System of each ward of 05 unions of 10 Upazilas of Sunamgonj district
  • Share finding for decision making to the community and local government
  • Prepare action plan for implementation of the project
  • Monitor and evaluate the project activities through assisting M&E Manager by data collection, compile, analyze data and prepare report.
Responsibility # 4: Staff development including performance Management 20%
  • Develop staff and ensure team spirit for an enabling environment for P-CSBA and community support system
  • Identify strengths and weaknesses of the field staffs in undertaking the project activities and provide necessary feedback to improve quality work through staff observation/monitoring visits using appropriate checklist
  • Provide on the job training/coaching and mentoring the field staff effectively
  • Prepare staff appraisals.
Responsibility # 5: Reporting and facilitate Financial and administrative activities 10%
  • Prepare project progress report, case studies and other special report as per project plan and needs
  • Ensure that the staff adheres to the project and organization administrative and financial rules, policies and regulations. Ensure that the staffs are kept abreast of the latest changes to the project strategies and activities.
  • Check TERs submitted by staff, request for project tools and stationeries and assist supervisor in preparing monthly expenditure report

III.        Reporting:  
Reports to the Project Manager.  Directly supervises the field based project staffs (one Field Trainer-Midwife and one Field Facilitator).  
IV.        Working Condition:  
The position is based in the assigned Upazila under Sunamgonj district with approximately 70% - 80% field visit. Close contacts are required with project partners and other organizations working in similar field at the project area.
V. Qualification:  
  • Masters in Social Science or relevant field, with at least 5 – 7 years experience in the field of community-based maternal, reproductive health.
  • Experience in conducting community analysis, facilitating community support mechanism, stakeholder participation in health service, and mobilizing GoB services will be preferred. Education can be relaxed in case of exceptionally experienced personnel
  • Proven experiences in Health and FP training programs especially targeting Community Health Volunteer or workers
  • Have experience of working in partnership / collaboration with GoB and NGOs

VII.       Authority:  
Reports to Project Manager. Supervises Field facilitator and Field Trainer- directly. PO is responsible for ensuring field level project implementation, project administration and finance related activities.
VIII.      Contact Key Relationship:  
Government Counterpart at district, upazila and union level, local government, OGSB, BNC, other CARE project, health service providers of district hospital, Upazila Health Complex, FWC and Community Clinics.
Besides Project Manager, the incumbent will have to maintain regular communication and coordination with M&E Manager, F&AO, TC-KM, CDO-T&O, DO, TL, Program Director-Health; concerned persons of other department/project/external agencies 
IX. Problem Solving:   There are three levels of problem-solving:  1) What has to be done and how to do it are clearly defined, and the incumbent will face identical or similar problems on a regular basis; 2) What has to be done is known, but how to do it is not defined.  The incumbent must use interpolative skills to pick and choose the right strategy to address a given problem; and 3) Why things are done is known, but what has to be done and how to do it are not defined.  Situations are variable and the incumbent’s response will involve analysis, problem definition, development of alternatives, and making recommendations.  He or she will face and address problems that are typically non-recurring.

The incumbent will face number 2) What has to be done is known, but how to do it is not defined.  The incumbent must use interpolative skills to pick and choose the right strategy to address a given problem as s/he will be responsible to present the project's achievements in different levels (impact, outcome, output and activity levels) through using different tools/methods. So, s/he will have to develop/design the strategies/tools to collect the data/information properly with the guidance of Team Leader and other CARE-Bangladesh senior staff. The incumbent will have to draw the problem, it's analyses and find out the learning, that could be as recommendations for higher management and CARE-Bangladesh as a whole.

Monthly gross salary is Taka 33,600.00 plus other admissible benefits as are per policy. Salary is negotiable for highly deserving candidates.
The duration of the proposed contract will be up to November 30, 2015.
